The main opportunity for kids to learn about acting that I have seen is when their are school plays and things like that, but once they get out of the early elementary years when everyone gets a part and the roles are usually all small (many don’t even have much in the way of lines), then they have to try out for parts, and if they don’t have a chance to learn the skills, how will they get the parts that will lead to them improving their acting skills?
